Under administrative direction, the directs the operations of water and wastewater divisions. Responsiblefor daily operations of the department.
The intent of this position description is to provide a representative summary ofthe major duties and responsibilities performed by incumbent(s) in this position.
Incumbent(s) duties may include, but are not limited to the following.
ESSENTIAL JOB FUNCTIONS:
Assists managing department operations by providing leadership to divisions;preparing bids and contracts for major vehicle and equipment purchases;preparing contracts for maintenance services; monitoring and evaluating the
efficiency and effectiveness of methods and procedures; reallocating resourcesas needed; working with employees on improvements to City services;participating in the development and implementation of goals, objectives and
priorities; and developing and evaluating standard operating procedures.
Ensures compliance with regulations and internal policies.
Serves as the department liaison by meeting with residents, business owners, consulting engineers, outside organizations and other department managersand directors, discussing, evaluating, recommending and resolving issues and
problems and responding to questions, inquiries and concerns.
Facilitates the development and maintenance of a variety of technologysolutions used to manage department operations.
Prepares and presents reports for City Management and City Council on theprogress of department and division programs and related issues.
Supervises division managers. Selects, trains, disciplines, evaluates andsupervises work of a staff of professional and technical employees to ensurethat department objectives are met.
Implements requests from citizens, City Council, and the City Manager forimprovements not addressed in the Community Investment Program (CIP);directs the development of future public works projects.
Manages projects by assisting with planning, developing and executinginfrastructure projects, researching and making recommendations concerningdevelopment projects, facilitating pre-construction meetings, working with
project engineers, inspectors and contractors to resolve problems, monitoringthe progress of strategic objectives and assisting with the department portionof the City Council strategic plan.
Facilitates the formulation of department policies and procedures forplanning and implementing the Citys public works programs to include safetypolicies and procedures.
Responds to inquiries regarding department projects and City Councilagenda items; may attend Council meetings to answer questions and provideadditional information.
Develops and administers divisional budgets by assisting with budget implementation,recommending the appropriate services and staffing levels, forecasting additional funds
needed for personnel, equipment, materials and supplies, approving expenditures andrecommending and implementing budget adjustments. Implements the work ordermanagement and asset management systems.
Prepares and evaluates long and short-term strategic goals and objective for thedepartment; prepares technical responses and reports.
Interacts with all City departments in accomplishment of all Public Works activities.
Serves as department director when director is away.
Performs other duties as assigned.
Knowledge of: Public Works operations including water, wastewater, and constructionmanagement principles and practices of Civil Engineering and public administration;
long-range planning and budgeting.
Skill in: Supervising and evaluating performance of assigned staff; communicatingeffectively both verbally and in writing; establishing and maintaining effective working
relationships with co-workers, public officials, and the general public; developingdepartment-wide budgets; planning and developing administrative policies; deliveringformal presentations to various sized.
EDUCATION AND EXPERIENCE:
Bachelors degree in Engineering, Public Administration, Business Management orother related field.
Experience: Five (5) years of progressively responsible experience involving publicadministration, including infrastructure design, construction, maintenance or
operation of a variety of public works activities, including five (5) years in a supervisory capacity.
Any work related experience resulting in acceptable proficiency levels in the above.Minimum Qualifications is an acceptable substitute for the above-specified education
and experience requirements.
LICENSES AND CERTIFICATIONS:
Texas Class C drivers license.
