The Colorado Department of Transportation (CDOT) has an opening for a Human Resources Director in our Denver office, who will work collaboratively as part of a matrix organizational structure. CDOT's goal is to become the best DOT in the Nation, and we have established three Peaks: Our People, Leading-Edge Technology, and Healthy Multi-Modal Systems, to help us achieve our Summit as the best DOT.
This position is a leader and liaison for providing human resource services and support throughout CDOT so that we can reach Our People peak. This position is accountable for:
Human Resource Leadership: Directly responsible for providing leadership and direction for 30+ dedicated Division of Human Resources (DHR) employees who provide employee development, organization design, benefits, recruitment and retention, employee relations, process improvement, compensation, talent and performance management, change management, and technological solutions to all of CDOT's 3,300 positions; establish staffing needs and goals for program delivery; provide on-going coaching and enable staff to develop and improve skills and capabilities; oversee performance plans and ratings;
Financial Management: Formulate the yearly DHR program budget of approximately $6 million; identify and allocate resources in order to manage expenses and DHR initiatives;
Leadership and Vision: Provide direction, guidance, accountability, as well as the creativity needed in order to advance CDOT's workforce; empower and leverage staff expertise to achieve goals;
CDOT Culture and Core Values: Analyze trends and best practices in order to nurture CDOT's culture, growth, and employee engagement; ensure HR is involved in the implementation of CDOT's culture and values; foster a culture of transparency;
Strategic Planning: Participate in the analysis, planning, and execution of CDOT's short and long term strategic initiatives and goals;
Technology Advancement: Identify possible areas for technological improvements and solutions; research new and upcoming technological resources and how they can best be implemented at CDOT to advance HR business practices;
Change Management and Innovation: Partner with stakeholders to identify and implement change initiatives using efficient and cost-effective approaches to improve program effectiveness; help CDOT to integrate any changes in procedures, programs, and goals into existing culture;
Organizational Effectiveness: Build strong working relationships at all levels within the organization, in order to garner support and implement CDOT's strategies and initiatives;
Workforce Retention: Ensure CDOT successfully recruits, on boards, and retains a high quality workforce; ensure that CDOT is viewed as an employer of choice;
Performance Measures: Identify and measure key HR performance metrics; use these metrics to analyze and resolve workforce problems that impact CDOT's effectiveness; ensure accountability for workforce related measures;
Succession Planning: Develop and implement programs to ensure effective and consistent departmental structures and succession planning; ensure that CDOT has a well-qualified pool of employees eager to step up and meet new challenges;

At minimum, will possess a bachelor's degree from an accredited U.S. college or university;
AND at least six (6) years of high level professional work experience that included:

This experience MUST include at least four (4) years as a senior level manager directly responsible for the oversight, direction, and human resource functions of professional and support staff,
