Under direction of the Public Works Director, manages and coordinates the activities of the Street Division. Includes the planning and utilization of the Divisions personnel and equipment to perform street maintenance, cleaning and snow removal operations, and maintenance of right-of-way. Responsible for the maintenance and repair of streets, bridges, storm sewers, and drainage channels. Responsible for the maintenance of the right-of-way including mowing, tree care, and maintenance of landscape. Supervises Street Supervisor, Shop Supervisor and Secretary.
ESSENTIAL JOB FUNCTIONS
Directs the operations of street maintenance including concrete and asphalt repair, joint sealing, pavement markings, street sweeping and street breaks for utility cuts and snow removal on all streets, alleys and City-owned parking lots;Oversees operation and maintenance of traffic signals to ensure smooth flow of traffic; adjust signal timing as necessary;Oversees storm sewer and drainage maintenance, flood control bypass repairs and maintenance;Prepare recommendations on street and drainage projects; coordinate Division activities with those of other divisions, departments and outside agencies and organizations.Assists in planning street improvement projects;Directs equipment services operations;Supervises preventative maintenance operations of all city vehicles;Prepares recommendations and specifications for street division equipment;Participates in the preparation of the Division budget; assists in budget implementation; and prepares information for needed staffing, equipment, materials, and supplies.Files annual report with State Board of Classification and Standards and assists with preparation of the One & Six Year Plan;Handles public relations with citizens and the media; responds to complaints received by the public.Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.Coordinates joint planning between county and state maintenance;Requests and reviews cost reports on street excavation permits;Prepares reports on sweeping costs and excavation fees.Prepares the City's One & Six Year Capital Improvement Plan;Oversees enforcement of safety standards;
Performs other related duties as required;
Leads project development for street repairs by contracted services; and
Directs the maintenance of the Right of Way areas including moving, weed control, tree care, and landscape maintenance.
KNOWLEDGE, SKILLS AND ABILITIES
Materials, methods, machinery and equipment used in street, right of way, and drainage maintenance activities.
Preparation of bid specifications for equipment purchases and division maintenance projects.
Occupational hazards and standard safety precautions necessary to observe in order to maintain a safe work environment.
Pertinent Federal, State, and local laws, codes and regulations.
Practices and guidelines expressed in the Manual on Uniform Traffic Control Devices.
Principles and practices of supervision, training and human resources management.
Plan, organize, direct and implement a comprehensive street and drainage maintenance program.
Gather pertinent information and prepare comprehensive reports.
Evaluate operations, procedures and policies and recommend improvements.
Communicate clearly and concisely, both orally and in writing.
Interpret and apply Federal, State and local policies, procedures, laws and regulations.
Prepare and administer a division budget.
Respond to requests and inquiries from city staff and the general public.
Supervise, train and evaluate personnel.
Interpret and apply drawings, plans, and specifications regarding street and drainage projects.
Establish and maintain cooperative-working relationships with those contacted in the course of work
TRAINING, EDUCATION, EXPERIENCE AND QUALIFICATIONS
Five years of increasingly responsible experience in street and drainage maintenance, snow removal operations, concrete and asphalt construction utilizing heavy equipment, and landscape maintenance including three years of supervisory or administrative responsibility; an Associates Degree from an accredited college or university in construction, land development, engineering or related field; or equivalent combination of experience and education.
Possession of, or ability to obtain and maintain, an appropriate, valid driver's license; possession of, or ability to obtain and maintain, a License from the State of Nebraska.
